Policy Interpretation of the Hainan International Science and Technology Cooperation Base

"The Hainan International Science and Technology Cooperation Base" (hereinafter referred to as "the Provincial Base for International Science and Technology Cooperation") includes four types:

1.The International Science and Technology Innovation Park,

2.International Joint Research Centre,

3.International Technology Transfer Centre, and

4.The Talent Attraction Demonstration Base.

Applicants for inclusion in the Provincial Base for International Science and Technology Cooperation should meet the following conditions:

(1) Be an independent legal entity registered in Hainan Province.

(2) The independent legal entity should have a stable foundation for international cooperation with foreign entities, and both cooperating parties should have clear goals and mechanisms for the development of international scientific and technological innovation cooperation.

(3) Both cooperating parties should strictly abide by China's regulations on scientific and technological confidentiality.

Applicants for the International Science and Technology Innovation Park should meet the following conditions:

(1) They should have various functions and conditions such as technology R&D, enterprise incubation, talent introduction, and technology industrialization, with the goal of promoting international cooperation between industry, academia, and research. It should be an important platform for gathering international scientific and technological resources in a particular field or region.

(2) It should have at least eight high-tech or innovative companies, three provincial-level or higher innovation platforms, and two or more overseas research institutions or teams.

(3) It should establish long-term stable cooperation with foreign governments, well-known companies, research institutions, international organisations, etc., and its international scientific and technological cooperation should align with the development direction of key industries in Hainan Free Trade Port and have good leading and radiating effects.

(4) It should be able to effectively promote industry-academia-research cooperation and achieve significant results in improving scientific and technological innovation capabilities, cultivating new economic growth points, and promoting industrial structure upgrading.

To submit an application or proposal to establish an International Joint Research Centre within the Provincial International Science and Technology Cooperation Base, the following conditions must be met:

(1) Possess strong R&D capabilities in cutting-edge technology or basic research fields, and have the conditions, abilities, talents, and experience to conduct high-level cooperative research and development with foreign entities.

(2) Have undertaken international science and technology cooperation projects at or above the provincial level and developed two or more new technologies or products through joint research.

(3) Have at least one provincial-level key laboratory, academician workstation, or other provincial-level science and technology innovation platform.

(4) Have a good foundation for international science and technology cooperation and have established long-term cooperative partnerships with world-renowned research institutes, universities, enterprises, and other organisations to conduct substantive joint research.

To submit an application or proposal to establish an International Joint Research Centre in the Provincial International Science and Technology Cooperation Base, the following conditions must be met:

(1) Have broad and relatively stable channels for international science and technology innovation cooperation, relatively complete service support conditions, and the ability and successful experience in providing international technology transfer services.

(2) Have a specialised international technology transfer service team, with the ability to provide intermediary services such as international technology and talent search, introduction, recommendation and evaluation.

(3) Have achieved good results in technology introduction, incubation, digestion and absorption, technology output, as well as the introduction of international talents and innovation teams, landing of overseas research and development institutions, and co-building of overseas innovation carriers for various types of institutions.

(4) Transfer and transform Hainan Province's scientific research achievements overseas or successfully transferred technology from overseas to Hainan Province's enterprises for a total of 3 items or more.

The conditions for applying for the demonstration base for talent introduction are as follows:

(1) Establish a normalised mechanism for talent introduction, attract foreign talents and intelligence outside of the industry (profession), form new products, new technologies, new processes, or advanced experiences, and form a replicable and promotable work mode or advanced experience in the innovation of talent introduction mechanism in Hainan Province.

(2) Engage in industries and major research directions that meet one of the following:

1.Progress should be made in basic and applied research, and key technology research and development through the introduction of foreign strategic scientific and technological talents, scientific and technological leaders, and high-level innovation teams, around the major scientific and technological development plan of Hainan Province. In principle, at least 10 foreign high-end talents should be hired or introduced each year.

2.Progress is made in technology research and development, process improvement, and management optimization through the introduction of foreign high-level technical and management talents, around the key industries in Hainan Province. In principle, at least 10 foreign high-end talents or foreign professional talents are hired or introduced each year.

3.Achievements are made in social development fields such as science and technology, culture, ecological environment, medical health, and urban construction through the introduction of various types of foreign high-level talents, around the social governance and ecological civilization planning and construction of Hainan Province. In principle, at least 10 foreign high-end talents or foreign professional talents are hired or introduced each year.

4.Results are achieved in agricultural development, rural construction, increase in farmers' income, and rural revitalization through the introduction of foreign high-end and scarce agricultural talents, around the agricultural and rural development plan of Hainan Province. In principle, at least 10 foreign high-end talents or foreign professional talents are hired or introduced each year.

5.Through the introduction of foreign innovative and entrepreneurial talents or the establishment of incubation and training methods for foreign talents, a leading area for foreign talents to work and manage services in Hainan is created, and international constructions such as promoting the integration of foreign talents into the local area, settling down and living well, and helping to build an innovative and entrepreneurial gathering area for foreign talents have achieved results around the international science and technology cooperation plan of Hainan Province. In principle, the number of participants in various training and networking activities held each year shall not be less than 100.

The provincial international science and technology cooperation base implements an annual assessment and a three-year regular evaluation system, dynamically manages, and eliminates the underperforming. The assessment method combines material review and on-site inspection, and the assessment results are divided into excellent, good, qualified, and unqualified.

Project funds are mainly provided through post-subsidy support.

(1) For the province's demonstration bases that receive an excellent annual assessment, they will be granted up to 400,000 yuan per base in operational funds. For the province's demonstration bases that receive a good annual assessment, they will be granted up to 200,000 yuan per base in operational funds.

(2) For the province's demonstration bases that receive an excellent regular evaluation, they will be granted up to 500,000 yuan per base in operational funds. For the province's demonstration bases that receive a good regular evaluation, they will be granted up to 300,000 yuan per base in operational funds.

《海南省國際科技合作基地》政策解讀

“海南省國際科技合作基地” （以下簡稱“省國合基地” ）包括國際科技創新園、國際聯合研究中心、國際技術轉移中心、引才引智示范基地四種類型。

省國合基地申報主體應具備以下條件：

（一）在海南省境內注冊的獨立法人機構。

（二）獨立法人機構與國（境）外單位有穩定的國際合作基礎，合作雙方有明確的國際科技創新合作發展目標和合作機制。

（三）合作雙方嚴格遵守我國科技保密有關規定。

申報國際科技創新園應具備以下條件：

（一）具有技術研發、企業孵化、智力引進、技術產業化等多種功能和條件， 以推動國際產學研合作為目標，是領域或者地區國際科技資源聚集的重要平臺。

（二）入駐的高新技術企業或者創新型企業8家（含）以上，省級以上創新平臺3個（含）以上，海外研發機構或者研發團隊2個（含）以上。

（三）與國外政府、 國（境）外知名企業、研發機構、 國際組織等建立長期穩定的合作關系，所開展的國際科技合作符合海南自貿港重點產業發展方向， 并具有較好的引領和輻射作用。

（四）能有效推進產學研合作，在提高科技創新能力、培育新的經濟增長點和推動產業結構升級等方面取得顯著成績。

申報國際聯合研究中心應具備以下條件：

（一）在前沿技術或基礎研究領域具有較強研發實力， 有與國（境）外開展高水平合作研發的條件、 能力、人才和經驗。

（二）承擔過省級以上國際科技合作項目，并通過聯合研究，開發出2項（含）以上新技術或者新產品。

（三）擁有省級以上重點實驗室、 院士工作站等省級科技創新平臺1家（含）以上。

（四）有較好的國際科技合作基礎， 與世界知名科研院所、高等院校、企業等建立長期合作伙伴關系， 已經開展了實質性的聯合研發工作。

申報國際技術轉移中心應具備以下條件：

（一）具有廣泛且相對穩定的國際科技創新合作渠道、較為完備的服務支撐條件及開展國際技術轉移服務的能力和成功經驗。

（二）具有專業化的國際技術轉移服務團隊， 有能力提供技術、人才國際尋訪、 引入、推薦測評等中介服務。

（三）在服務各類機構開展技術引進、技術孵化、消化吸收、技術輸出以及國際人才及創新團隊引進、海外研發機構落地、共建海外創新載體等方面具有良好成效。

（四）將我省科研成果向海外轉移轉化或由國（境）外向我省企業成功轉移技術總計3項（含）以上。

申報引才引智示范基地應具備以下條件：

（一）建立常態化的引才引智機制， 引進本行業（專業）外國人才智力，形成新產品、新技術、新工藝或先進經驗，在我省引才引智機制創新上形成可復制推廣的工作模式或先進經驗。

（二）從事行業和主要研究方向符合以下之一：

1.圍繞我省重大科技發展規劃，通過引進外國戰略科技人才、科技領軍人才和高水平創新團隊，在基礎與應用研究、關鍵技術研發上取得進展的。原則上每年聘請或引進外國高端人才不少于10人次。

2.圍繞我省重點產業領域， 通過引進外國高層次技術和管理人才，在技術研發、工藝改進、管理優化上取得成效的。原則上每年聘請或引進外國高端人才或外國專業人才不少于10人次。

3.圍繞我省社會治理與生態文明規劃建設， 通過引進外國各類高層次人才，在科技、文化、生態環境、 醫療健康和城市建設等社會發展領域取得成績的。原則上每年聘請或引進外國高端人才或外國專業人才不少于10人次。

4.圍繞我省農業農村發展規劃， 通過引進外國高端緊缺農業人才，在農業發展、農村建設、農民增收、 鄉村振興等方面取得成果的。原則上每年聘請或引進外國高端人才或外國專業人才不少于10人次。

5.圍繞我省國際科技合作規劃， 通過引進外國創新創業人才或開展外國人才孵化培訓手段，打造外國人來瓊工作管理服務引領區，促進外國人才融入本地、安居樂業、助力本地打造外國人才創新創業集聚區等國際化建設取得成效的。原則上每年舉辦各類培訓、聯誼等活動的參加人次不少于100人次。

省國合基地實行年度考核和三年定期評估制度，動態管理，優勝劣汰?？己朔绞綖椴牧蠈彶榕c現場考察相結合，考核結果分為優秀、良好、合格、不合格。

項目經費主要以后補助方式進行資助。

（一）對年度考核結果為優秀的省國合基地，給予不超過40萬元/個的運行經費補助，對年度考核結果為良好的省國合基地，給予不超過20萬元/個的運行經費補助。

（二）對定期評估結果為優秀的省國合基地，給予不超過50萬元/個的運行經費補助，對定期評估結果為良好的省國合基地，給予不超過30萬元/個的運行經費補助。
